September 1992 — Rock Hill, SC: When four teenage lads are taken into custody for disguising themselves as clowns and frightening neighborhood kids, a wave of clown sightings stops. Authorities cannot identify a crime the lads committed, so they are not charged. One of the residents of the subdivision where clown appearances are most frequent has placed a hand-painted sign that says, “Mr. Clown, We Are All Watching You.”
